It's possible that he genuinely believes that Vladimir Putin and Xi Jinping are trustworthy. It's possible that he genuinely believes that they care about his feelings. He certainly says things like this often enough.

It's also possible that he's just saying words and has no concept of whether they're related to reality in any way. He seems to be a perfect solipsist: nobody truly exists other than himself.

Also, Senator Maybank's clothes are lovely, but his hair looks super fake.
